Australian Design Rule Development Program and Public Comment

The development of the ADRs continues as part of a program which includes amendments to existing ADRs, introduction of new ADRs, as well as a full review of existing ADRs where possible every ten years.

A number of changes to ADRs will be considered in the future including those detailed in the Safe Vehicles section of the National Road Safety Strategy 2011 to 2020.

Public comment on draft ADR amendments, draft new ADRs and draft reviews of existing ADRs is an important part of the process.

Electronic Stability Control and Brake Assist Systems

The Australian Government is examining the case for mandating Electronic Stability Control (ESC) for light commercial vehicles and Brake Assist Systems (BAS) for light passenger vehicles and light commercial vehicles through the Australian Design Rules (ADRs). ESC helps drivers maintain control of their vehicle during a skid, while BAS helps drivers stop the vehicle in the quickest possible time in an emergency situation. The ADRs are national standards under the Motor Vehicle Standards Act 1989 and apply to all new vehicles. While ESC is already mandated in Australia for light passenger vehicles, there are currently no ADRs for BAS.

The Department has prepared two Regulation Impact Statements (RISs) that consider the case for regulating ESC and BAS respectively. A RIS is part of the Australian Government's processes to assess the appropriateness of government regulatory action, the most effective form of government intervention, the relative social costs and benefits and who in the community will gain the benefits or incur the costs of any regulation. In both cases regulation is recommended.

The Australian Government invites persons with an interest in these topics to review the RISs and then complete and forward the relevant feedback form(s) by close of business 26 June 2013 to:

The Department is also currently consulting relevant parties on a proposal for Antilock Braking Systems on heavy vehicles.
